Ms. Eti Rani Acharjee (15) Minority Hindu School Girl kidnapped for
forceful conversion to Islam on 23.08.2014 from Kaiyempur – Kasba

Crime: Abduction and forceful conversion

Name of the victim: Ms. Eti Rani Acharjee

Age of the victim : 14 years 9 months.

Father of the victim: Moni Acharjee (45)

Mother of the victim: Shova Rani Acharjee (39)

Date of kidnapping: 23.08.2014 at about 3 p.m.

Religion of victim: Hindu


Name of the perpetrators: 1) Md. Siddiqur Rahman (20)

2) Rup Chand Begum (40)

3) Md. Abdur Rahim (48)

4) Ms.Sohenar Begum
(42) All of Kaiyempur, P.s., Kasba, Brahmanbaria.

Case Number: Kasba P.S. case No. 55 dated 27.08.2014 under section
7/30 of Women and Children Repression Act, 2003.

Investigator: Bangladesh Minority Watch (BDMW)

Facts of the Case:


Ms. Eti Rani Acharjee a school girl studying in Class X (ten) under
the care and custody of her parents since her birth at her native
village. While on 23.08.2014 the victim girl was going to her
coaching Classes near Kaiyempur Bazar towards house of coaching
teacher she was intercepted by Muslim perpetrators namely 1) Md.
Siddiqur Rahman (20)2) Rup chand Begum, 3)Md. Abdur Rahim and 4) Ms.
Sohenar Begum. Those perpetrators without the consent of victim forced
her to board the micro bus and decamped towards unknown destination.
As soon as the parents of the victim came to know that their minor
daughter has been kidnapped they went to local Kasba police station,
but the relatives of the perpetrators approached them not to lodge FIR
at police station on promise that their daughter would be returned
back. But since after 4 days of kidnapping the victim was not rescued
nor was any sincere development for recovery of the victim.



Investigation: -


I, on behalf of BDMW immediately communicated with Mr. Mizanur Rahman-
Officer in Charge of Kasba police station over his cell number
01713373737 who admitted the fact and assured BDMW to rescue the
victim girl. I also talked with Moni Acharjee- father of the victim
who sought our intervention and requested us to help rescuing the girl
from the clutches of abduction, rape and forceful conversion. I also
talked with Md. Hafizur Rahman- Investigating officer of the case who
seems to be neglectful for recovery and arrest of the perpetrators.
He also gave me to understand that due to delay- filing of case and
there was a meeting for compromise between the perpetrators and
parents of the victim, he could not arrest the perpetrators during the
period. This neglectful attitude on the part of the Investigating
officer shows that he has no interest to arrest the perpetrators.

Action Taken:


After 4 days on 27.08.2014 father of the victim lodged first
information report (FIR) against those perpetrators at Kasba police
station at Brahmanbaria being Kasba P.S. Case No.55 dated 27.08.2014
under section 7/30 of Women and Children Repression Act, 2003. But
police could not rescue the victim till writing of this report.

Father and mother of the victim also made an appeal to the Minister
for Home Mr. Asaduzzaman who also could not recover the victim girl.

Recommendations:


Bangladesh Minority Watch is very much concerned about kidnapping of
Hindu girl and we demand immediate rescue of the victim and also
demand urgent arrest of the perpetrators.

BDMW is very much annoyed with Md. Hafizur Rahman- Investigating
police officer who is responsible for not rescuing the victim while he
got opportunity to recover the girl at the relevant time.

The state party to the covenant should respect United Nation’s
Declaration on the Rights of persons belonging to National, Ethnic,
Religious and Linguistic minorities adopted by General Assembly in its
resolution 47/135 of 18 December, 1992.
