Prime Minister Manmohan Singh has taken two vows -- one, that he will never leave the Congress, and the second, that he will never speak when it matters, BJP president Rajnath Singh said here Sunday.

Rajnath Singh was speaking at a Bharatiya Janata Party rally on the outskirts of Panaji. Prime ministerial candidate Narendra Modi was also to address the rally.

"The prime minister has taken two vows. That he will never leave the Congress. And that when it matters he will not speak," Rajnath Singh said.

The BJP president also criticised Manmohan Singh for saying during a press conference that India will be destroyed if Modi becomes prime minister.

"How can he say that India will be destroyed if Modi becomes prime minister? He is insulting the people of Gujarat who elected him thrice and developed Gujarat so much that it is appreciated as a model state in India and the world," Rajnath Singh said.
