"There are various things to be carried out," he said Mcdougall Centre on Tuesday. "There's clearing in a few territories that must be carried out, there's line painting in a few regions that must be carried out, there's guardrails that must be set up, there's a few signs that must be set up and, obviously, we need to do the last security review.
"We can't let the street open until its both complete and safe."
